Currently on a Bondathon and finished On Her Majesty's Secret Service last night. Easily the hardest movie in the franchise to rank. I've literally seen this movie at the very top and the very bottom of people's lists. Lol

Just because of the Lazenby difference is only reason at anyone's bottom.

That's probably part of it but it's also a massive change as far as Bond movies go. He's kind of a different character. This is the first time we've actually seen him vulnerable emotionally and having a love interest that became an important plot point in the movie. It's a really good movie but it also feels out of place for James Bond so it could really land anywhere.
