I'm kidding, unless we all pretty much want to call foul on one, go with your gut.
Problem is we're all kinda forced to have this conversation. On one hand I want everyone to include movies they think is horror. On the other hand, someone might include a movie they think is horror while another person, who otherwise would have put that movie on their list, left it off because they don't think it is horror. Which affects the point system for our combined list.

My thoughts:

If we do nothing, disagreement over whether a specific movie is horror will just slightly pull down the ranking for that movie. Aliens won’t be on my list and that may make the difference in it being top 5 or top 10. For a movie like Seven, maybe top 40 or top 50. That seems kinda fair to me? It’s a more objective way to account for disagreement on something subjective than just throwing them out.

If you think Silence of the Lambs is the best horror movie ever, your opinion should be represented. So should the person who thinks it’s equally great but also not horror.
Not removing until John Elway is fired.

You weren't asking me, but I watched the whole series. I generally had a pretty good time with it. Don't want to say more because not sure where you are in the series, and want to avoid spoilers.

It's slower than Breaking Bad, but they're relatively different types of shows, and I think the style works for BCS.

yeah, i just finished season one. breaking bad is a pretty different show in comparison, so far. more tense and moody. maybe better call saul gets there too. but i don't want it to. :P

My opinion:

Silence of the Lambs doesn't have a horror feel to me, and I would have a hard time incorporating it into my top 25 since it feels like there is a glaring difference between what I'm considering. I've just never thought of it as a horror flick.

Seven has never felt like a horror flick to me at all and I would rank it at the bottom of the six movies listed above, both as far as film preference and also as far as "how horror it is". Never understood the inclusion, but either way it wouldn't make my list so you guys can work that out. :P

I watched Aliens for the first time in many years for this challenge and I never questioned whether or not it's horror. It felt like a horror movie to me, but the funny thing is it may be disguising itself as horror to me because the franchise as a whole is horror. It just seems to have the most action and comedy. I'd count it as horror, but it wouldn't make my list either way.

Predator is by definition a textbook horror movie and honestly should count as horror, but it's so bad ass and so heavy on the action that it almost outweighs the horror and makes you feel like you're not watching a horror movie. It is horror, but I left it off my list because I just think of it as a badass Arnold action flick. It would definitely make my list if it's counted as horror.

I've seen Gremlins once or twice many years ago and never questioned its horror authenticity. Is it the kiddy factor that brings it in question? It is rated PG and that does seem a little tame to be considered horror. I am on the fence I guess, but it wouldn't make my list anyway, so once again I'm leaving this one to you guys. :P

Terminator is a horror movie. Kinda no question about it. The weird thing that puts Terminator in question is the fact that the entire rest of the franchise is heavily action oriented. If Terminator were a standalone flick and never had sequels released, it would be much easier for me to think of this as horror. For this reason I generally don't think of it when I think of horror movies. We can also blame Arnold and the guns for this one. Machine guns make you question horror movies. :P

I've heard good reasoning behind why some count it as horror, but like you, that's a mental leap I've never been able to make.
