Not necessarily horror, but a great Agatha Christie Murder Mystery.

40's is a tough nut to crack - overall, the 1930's and 1950's was more solid, horror-wise. Still, here are some favorites I have from that decade:

1. The Devil Bat (1940)
2. King of the Zombies (1941) - zombie comedy
3. The Undying Monster (1942)
4. The Leopard Man (1943)
5. The Mysterious Doctor (1943)
6. Dead of Night (1945)
7. The Body Snatcher (1945)
8. The Picture of Dorian Gray (1945)
9. Bedlam (1946)
10. The Mask of Diijon (1946)

Those aren't ranked, but all are pretty solid.
