1) Dragging a GIF from its original file into a new banner file.
2) Making the GIF interact in the banner without having to edit every single frame.
I think you mean #2, and that would be a no. You have to select each frame, use the eyeball to select the layer you want visible, then jump to the next frame and do it again until your GIF is complete.
