The lady's voice was quivering and she did sound scared. Seems to me the cop was trying to ease the tension and show that he is not the bad guy. It's unfortunate that this little clip is all we could see and hear. Do we know what was said afterward? No.

So context matters. Given the woman is obviously influenced by certain media, and he is responding to her reference with a joke to calm her that references her concern, I have no problem with it.

If being racial is is typical M.O., I would.

For instance:

"Well, you are not a nazi so we will be gentle"

A joke, even about something serious that invokes Nazism, can be ok. Snowflakes need to focus on Melania's shoes or hat or something...
