The cop asked for his license and registration. He had given him his registration and was getting his license. He was following direct orders from the cop. i would expect to be held accountable, in that situation. i would certainly blame myself for it, even if no one else did on the force. i can only share how i see this. i'm not gonna try to speak for anyone else.
