as i understand it, the police were involved with a pursuit of another guy. the other guy crashes into the guy in that video, then he starts to put himself out after he's caught on fire. so the cops, then, surround him and kick / beat him.. for i guess getting in the way? what the hell...

Maybe they didn't know who he was and had to assume he was the one fleeing. As far as dragging him he was laying next to an inferno so I can't think of a faster way of getting him away from it.

he was laying there because the cops told him to. standard cop procedure, get on the ground, hands behind your head. etc. then they decided to beat him, for whatever reason.

a mob of cops can't identify whether one guy on the ground is the criminal that they were chasing or a bystander. or they just didn't care one way or the other. there was no reason at all to kick the shit out of the guy before finding out who he was.

yes.
at best, those cops acted brashly and stupid in an isolated incident. at worst, this is the way they handle a lot of situations. whatever the case, i'm glad that someone was filming it, so that it's out in the open.
