it could be that the condition of the victims' bodies need to be examined more carefully and thoroughly than the shooter's body so they don't want to risk any kind of contamination? again, like reign, i don't know the details.

Very likely they needed the parent's permission to harvest the shooter's organs.

I'm thinking because the shooter was still alive they let the parents in to see him. But that is also entirely possible.
