Honorable mention to Javier from The Last Circus. Not quite horror, but horror mixed with other genres.

Art the Clown as Slaughter suggested is a good one. Pennywise's proper cinema treatment is also great.
Samara Weaving in Ready Or Not was pretty great for a new final-girl type.
I feel like I'm missing a standout here...but I just got home from work after walking in 100+ heat

i wasn't looking to limit it. and yeah, i guess there aren't a lot of big standout characters like in some past decades.

Best kill, imo, of the last decade for horror is Art's Vag-hacksaw in Terrifier. That was taking it to the next level, imo.
