in theory, the consent decree looks pretty good for all. doesn't look like that is the case, in actual practice though. or maybe it 's being held up or circumvented or something. i don't know. nowhere in what i've read so far, does it speak to the police having their hands tied until some kind of court approval. so that is probably the hang up.

The police department has been neutered the States Attorney wont bring charges against anyone judges consistently put repeat violent offenders back on the street immediately and the city government refuses to acknowledge their is even a problem. This is the "Hug A Thug" system of law and order. Criminals need to be protected and have everything they do excused and everyone else can just learn to live with it. This is why Baltimore is Baltimore and Chicago is Chicago.
