Your strange hatred aside, there is presumably an element of self determination needed here. Plus at the very least if it's currently a territory that puts it on the UN watchlist. If you are basically treating it like a state but with no voting rights then it makes sense to give them the rights of a state through a law and a referendum.

The voting wasn't tampered with, 77% of voters just didn't vote. For whatever reason they found that protest more appropriate than voting against it.
