First off, they didn't call the majority of Indian tribes "savages" for no reason. Also, I am something like 10% American Indian, and my high cheek bones will not stand for this.
Try to see it from this perspective rather than "he's protecting homeowners from unsolicited offers": There were already rumors that Newsom was in meetings talking with developers about building hotels and apartments and how to go about it. All of a sudden he signs this law, it prevents real estate developers from buying the land from below their market value and stops them from making offers lower than said value until April 14th. The richest developers (the ones who have money for apartments and hotels) are gonna be the developers that are capable of making market value offers. The law itself enables rich developers to buy land, not prevent them from doing so. It's in your own article. IF those rumors are true, it makes perfect sense to essentially screen phone calls and stop a shit load of people buying land when he wants it to be bought collectively by specific developers.
But here's the telltale sign that this is very likely true: Gavin Newsom is not on camera at all talking about how he is going to help homeowners rebuild their houses or restore the community to what it was. Instead he is dancing around on the January embers talking about developers buying land and protecting them from specific callers, rather than ensuring the people who lost their homes that he will help them to rebuild their homes on their property.
Hotels and apartments will be up and running by the time the olympics rolls around imo.
