Mayor's got a lot of pressure behind him. It's more evident in 2 (especially in a deleted scene) that he's not really the guy forcing the beaches to stay open, he's just the faceman.

Apparently in the book, he's got debts to the mob too, so he relied on the summer money. But that's not in the film. Just like Hooper boppin' Brody's wife
