Once he’s jumping into the ocean, it’s a terrific movie for thrills alone. The first 40% of the movie everything just feels off and there are some egregious choices from a character + writing perspective.

It's something I often see in planned franchise end films. Trying to connect too many threads and tie too many loose ends. I've seen people say the first hour was boring but I was never bored. And as you said the thrills were on par with some of the best of the series

I didn't remember this one having the high quality animation, I though this was when they were cutting corners with xeroxing linework & stuff like Aristocats & 101 Dalmations (up through Rescuers I think)
