Maybe. TCSM might win best opening for me, though. Imagine seeing that in theaters. Really darkened the movie in a big way.
I prefer NOES as a movie though. But they're both a rare 5-star flick for me.

thought you would have mentioned halloween first. but tcm is pretty good, for sure. that crime scene camera sound is really effective.

Better openings IMO:
Halloween - considering I tried to kill my sister when I was a kid, this one always hits home with me
Twilight Zone: The Movie - that gear change from happy normal shit to what the fuck is fantastic
Martyrs - the only good part of the film
Shallow Ground - bloody naked dude, I like what the fuck openers
TCM - obviously, just classic
Jaws - another gear change that fucked you up back in the day, though I think the film is boring as shit

Not even just that. "The film which you are about to see" is iconic as it comes. The movie flat out tells you what the fuck is gonna happen and you still aren't prepared for it. It is easily among the greatest horror movies ever.

I love the beginning of TCM; shame the movie as a whole doesn't hold up.

Yeah, TCSM is definitely better. 100% 100%.

Hell I like the opening to NOES 2 better than the first film's opening
