If a person is willing to kill, what makes you think they are going to follow other laws? Or simply just find another way to kill? Would it be so much better if he plowed into a crowd of kids waiting for the bus?

Does a woman lose the right to defend herself against a large rapist or against a home invasion because a nutcase uses a weapon of self defense incorrectly? Would you take all the hammers from carpenters if hammers were used incorrectly?

Yes it would be better. Each time something bad happens you find the cause and try to make that more difficult.
