He never denied Russia may have attempted to interfere. He denied collusion and that they changed the outcome. Every major power seems to attempt to influence elections. It's also not true that he never denied any Russian involvement. He did so repeatedly, even after being briefed on the cyber attacks months before the election.

I am not really sure what you can expect him to do. As long as we keep doing the same games, it is difficult to be too outraged. It is really something that gets handled through private diplomacy instead of the public eye.
The constant leaks from our own people undermine faith in the intelligence community as well. If you are sophisticated enough to perform the alleged crimes you also possess the sophistication to cover your tracks or blame others. Secure data is the answer, not finger pointing.
