If you combine the dual occupation of actor/director, I can't imagine anyone on Clint Eastwood's level. John Carpenter is definitely my favorite director.
Spielberg, Mann, Nolan, Ridley Scott, Scorsese and Cameron would probably make up my magnificent 7 of directors.
Kubrick and Hitchcock are also on the high marks. If pushed, I'd put Sam Raimi in to fill out the top 10 for now.

Gibson's a pretty fantastic director, and I've always liked his acting. He's the only one I think could compete with Eastwood for the actor/director combo level.
